On March 1, 2024, this Court issued Order for Additional Information and to Temporarily Seal file. On March 13, 2024, Petitioner, Robert James Caves filed an Affidavit with Addendums attached thereto. Previously, Petitioner filed a Petition for Name Change (Safety at Risk). Within the Petition, Petitioner requested that the matter proceed as a sealed-record basis without publication as allowed by 27-31-201(3), MCA.

After having reviewed Petitioner's Affidavit and Addendums, the Court finds the Petitioner has failed to show probable cause that the safety of the Petitioner is at risk. The documentation provided the Court is vague and lacking in any details demonstrating an actual risk to the Petitioner.

THEREFORE, IT IS HEREBY ORDERED that:

Petitioner's request to proceed as a sealed-record basis is DENIED.

This matter shall be unsealed.

A hearing on the Petition for Name Change shall be held on Monday, May 13, 2024, at 10:00 A.M. at the courtroom of the Phillips County Courthouse in Malta, Montana.

The notice of hearing shall be published in the Phillips County News for four (4) consecutive weeks prior to the hearing. Failure to publish notice will result in the dismissal of this matter.

The Clerk shall send a copy of this Order to Petitioner.

Notice of Close of Regular Voter Registration and Option for Late Registration

Notice is hereby given that regular* registration for the Federal General Election to be held on Tuesday,

June 4, 2024, will close at 5:00 p.m., on Monday, May 6, 2024.

All active and inactive**electors of Phillips County are entitled to vote at said election.

**Inactive electors may reactivate by appearing at the polling place in order to vote, and completing a new voter registration card, by requesting an absentee ballot from the Phillips County Election Office, or by notifying the Phillips County Election Administrator in writing of the elector's current address in the county.Persons who wish to register and who are not

presently registered may do so by requesting a form for registration by mail or by appearing at the

Phillips County Election Office located in the

Courthouse, 314 S 2nd Avenue West in Malta. If you have moved, please update your registration

information by filling out a new voter registration card and submitting it to the Phillips County Election Office.

After regular registration has closed, late registration is currently available at the county election office up until 8 PM on election day.

Malta Elementary School will soon destroy special education/speech-language therapy records of former students who have been out of school for at least five years. Former students may contact Amber Olsen at 406-654-2320 or their local school district within sixty days of this notice if they wish to review the files or obtain copies of the information contained in them. The information to be destroyed shall not include data collected on a routine basis that is maintained on all school children (such as the student’s name, address, telephone number, grade level completed and year completed.)

The data to be destroyed shall include information collected for identification, location, evaluation, and other items directly related to special education services which the student had received. Parents of students still in school but not in special education for at least five (5) years may also request that their children’s records be destroyed. Parents of these students also have the right to inspect the special education records and obtain copies of the information contained in those records before they are destroyed. Persons having questions about this process or those persons wishing to request that records be destroyed may contact Amber Olsen at (406) 654-2320 for assistance.

CALL FOR BIDS

CONGREGATE AND HOME DELIVERED MEALS

Phillips County, hereby invites for bid, congregate and home delivered meals for the elderly for July 1, 2024 to June 30, 2025. The County Commissioners have determined the minimum cost to provide this service under this contract must be at least $5.00 per plate. Meals served must be acceptable to the elderly consumer and meet one-third of the RDA and provide a minimum of 600 calories. Meals will be served on days and at a time mutually agreed upon by the two parties, using the following meal pattern:

meat or alternate—3 edible ounces

vegetables and fruit – 3 servings

vegetable serving – 1 cup leafy greens or ½ cup cooked

fruit serving – ½ cup or 1 serving

grains – 2 servings (whole grains: 100% whole wheat breads, pastas, brown rice)

dessert--one-serving

milk or dairy equivalent – 1 serving

coffee or hot tea

The caterer is responsible for following all safety and sanitation regulations as established by the State of Montana under the 2013 Model Food Code for retail establishments, including the 2015 rule update. Caterers must be inspected by the County Sanitarian and the Caterer must have the appropriate business license. The caterer is responsible for paying all costs of food, supplies, labor and other costs as necessary in providing the meals. Meals may be served on site or catered to another location. The location of meals served on site should be accessible to the people with disabilities. The bid for the Home Delivered Meals to Malta residents will be included in the Congregate Meal bid at $1.00 more per meal. Home delivered meals are to include using Styrofoam containers provided by caterer. Bids must be received in the Clerk and Recorder’s office, Phillips County Courthouse, P.O. Box 360, Malta MT by 5:00 p.m. on Friday, april 26, 2024. Bids will be opened at 2:00 p.m. on Monday, April 29, 2024. Special consideration for the home delivered meal bid will be given for the services of a dietitian. Phillips County reserves the right to reject any and all bids, to waive irregularities, or to accept any bid they deem to be in the best interest of Phillips County.

PHILLIPS COUNTY HEREBY ALSO INVITES FOR BID,

meals delivered to the jail for July 1, 2024 to June 30, 2025. The County Commissioners have determined the minimum cost to provide this service under this contract must be at least $5.00 per plate. Meals will be served at a time mutually agreed upon by the two parties, using the above meal pattern. The noon meals are to be delivered to the jail. The evening meals will be picked up. The bid for the jail meals is to include using Styrofoam containers provided by caterer. Bids must meet above specifications as to safety and sanitation as well as to caterer responsibilities. Bids must be received in the Clerk and Recorder’s office, Phillips County Courthouse, P.O. Box 360 Malta, MT by 5:00 p.m. on Friday, April 26, 2024. Bids will be opened at 2:00 p.m. on Monday, April 29, 2024. Phillips County reserves the right to reject any and all bids, to waive irregularities, or to accept any bid they deem to be in the best interest of Phillips County.

Invitation for Bids

The Fort Belknap Indian Community (FBIC) is seeking bids for the reconstruction of one sweat house lodge. Location is on the Fort Belknap Indian Reservation. Bids will be accepted until May 10, 2024. Liability Insurance, TERO Compliance are required.

This IFB does not constitute a contract for services performed or to be performed. Following the selection of the successful consultant, the FBIC and contractor will negotiate a contract including full scope of services.
