    The eleventh season of Phillips County Motorsports is set to have their first bracket racing event this weekend. "When the car show ends, cars will come to the track and we generally kick off at about 3:00 p.m. or 3:30 p.m. and we run a test and tune," PCMS Vice President John Carnahan said.     At the tail-end of the Malta City Council meeting last Tuesday, local contractor Rocky Mummey approached the council about a rumor he’d heard about not being paid the entire fee for asphalt he’d recently laid. Earlier in the meeting, Malta Mayor Shyla Jones informed Council that on May 15, she was approached by two engineers from TD&H, the firm charged with the oversight of the current water project being conducted by Helena Sand and Gravel.     On Monday, May 22 at approximately 9:30 p.m., Phillips County Dispatch received a call for a man bleeding profusely at the Great Northern Hotel. Virginia was born August 21, 1922, 54 miles north of Malta, Mont., on the family homestead. She was the youngest of 10 children born to Loretta (Williams) Smith and Lee M. Smith.
