    A party was held for Malta City Clerk and Treasurer Carolyn Schmoeckel last Thursday as she spent her final afternoon at the place she had worked for the past 26 years.     The Head Start Program celebrated its 50th Annivseray on Wednesday of last week and the Malta branch of Head Start celebrated by inviting some family and friends to the facility over the last week to help the organization celebrate. Malta's Head Start program is part of the larger Action For Eastern Montana (as are Glasgow, Glendive and Miles City) arm of the federal program.     Effective October 1, 2014, the Federal Communications Commission (FCC) has authorized an increase in the Federal Universal Service Charge (FUSC) line item for all telephone subscribers nationwide, except those participating in the Lifeline assistance program. Beginning with the October statements, residential and single line business subscribers who have local phone service with Triangle Communications will notice the FUSC increase from $1.26 to $1.29 per month.
