NOTICE OF PUBLIC MEETING

PLEASE TAKE NOTICE that the Montana Public Service Commission (Commission) will conduct a public meeting on the response by NorthWestern Energy to wide-spread power outages between Havre and Malta occurring October 2-12, 2017. The public meeting will commence on Monday, October 30, 2017 at 12:00 pm in the City Council Chambers of the Havre City Hall Complex, 520 4th St, Havre MT, 59501. The purpose of the meeting is to provide the members of the public with an opportunity to ask questions directly of NorthWestern Energy officials, as well as to share their perspective on the company’s efforts to restore power during one of the worst power outages in recent memory. Topics that are expected to be discussed include:

• How did NWE assess which work should be done first, to bring customers back online?

• Were there enough materials? What issues did NWE have with the supply chain?

• Were there enough human resources available to meet the challenge?

• Did NWE contract with additional resources, or request mutual aide, from resources outside its own employees or its

“alliance” partners? Why or why not?

• What was NWE’s level of situational awareness about customers who were out of power?

• Would advance metering technology have assisted NWE in understanding who was out of power?

• Are there distribution system improvements that could have prevented the winter storm from doing as much damage?

• Did NWE effectively communicate to customers the timeline for bringing them back online?

• What are the differences between how NWE and other utility’s in the area responded?

• What were the total number of customers impacted, the total number of minutes of outage, and a high-level estimate of the economic impact (to NWE and to the communities affected) of the outage?

The Commission’s goal is to facilitate a discussion about how NorthWestern can improve its incident response and communication with customers during outage events in the future. Questions regarding the meeting should be directed to

2017 REAL PROPERTY TAXES DUE

All 2017 Real Property tax statements in Phillips County have been mailed. If you have not received your bill(s) please contact the Phillips County Treasurer’s Office IMMEDIATELY at 406-654-1742. The first half of 2017 Real Property taxes are due by 5:00 p.m. on or before Thursday, November 30, 2017 and the second half taxes are due by 5:00 p.m. on or before May 31, 2018. If the first and second halves are not paid, the amount payable is delinquent and draws interest at the rate of 5/6 of 1% a month after the delinquency until paid and 2% must be added to the delinquent taxes as a penalty (MCA 7-1-2121).

NOTICE OF TRUSTEE'S SALE Reference is hereby made to that certain trust indenture/deed of trust ("Deed of Trust") dated 01/26/07, recorded as Instrument No. 335961 BK 29 Pg 0345-0353, mortgage records of Phillips County, Montana in which Grace E. Wiese, a widow was Grantor, Wells Fargo Bank, N.A. was Beneficiary and Alliance Title & Escrow Corp. was Trustee. First American Title Insurance Company has succeeded Alliance Title & Escrow Corp. as Successor Trustee. The Deed of Trust encumbers real property ("Property") located in Phillips County, Montana, more particularly described as follows: Lot 8 in Section One Replat of Hill Crest Addition to Malta, Phillips County, Montana, according to the official recorded plat thereof. Beneficiary has declared the Grantor in default of the terms of the Deed of Trust and the promissory note ("Note") secured by the Deed of Trust because (Select one and format) Death: current Beneficiary has declared that the Grantor is in breach of the terms and conditions of the obligation secured by the deed of trust. The nature of the breach is Grantor's failure to pay, when due, non-payment of taxes and/or insurances under the terms of the Deed of Trust together with all subsequent payments, costs, advances, attorneys' and trustee's fees and costs accruing until the date of sale, full satisfaction, or reinstatement of the obligation. As of August 22, 2017, the amount necessary to fully satisfy the Loan was $86,561.56. This amount includes the outstanding principal balance of $85,798.23, plus accrued interest, accrued late charges, accrued escrow installments for insurance and/or taxes (if any) and advances for the protection of beneficiary's security interest (if any). Because of the defaults stated above, Beneficiary has elected to sell the Property to satisfy the Loan and has instructed Successor Trustee to commence sale proceedings. Successor Trustee will sell the Property at public auction at the front steps of the Phillips Courthouse, 314 S 2nd Avenue West, Malta, MT 59538, City of Malta on December 29, 2017 at 11:00 AM, Mountain Time. The sale is a public sale and any person, including Beneficiary and excepting only Successor Trustee, may bid at the sale. The bid price must be paid immediately upon the close of bidding at the sale location in cash or cash equivalents (valid money orders, certified checks or cashier's checks). The conveyance will be made by trustee's deed without any representation or warranty, express or implied, as the sale is made strictly on an as-is, where-is basis. Grantor, successor in interest to Grantor or any other person having an interest in the Property may, at any time prior to the trustee's sale, pay to Beneficiary the entire amount then due on the Loan (including foreclosure costs and expenses actually incurred and trustee's and attorney's fees) other than such portion of the principal as would not then be due had no default occurred. Tender of these sums shall effect a cure of the defaults stated above (if all non-monetary defaults are also cured) and shall result in Trustee's termination of the foreclosure and cancellation of the foreclosure sale.
