The seats are currently held by Donni Linn and Holly Salveson. One trustee position is up for election with a one year term. The seat is currently held by Larry Ross Simpson.

PUBLIC NOTICE FOR OPERATING ASSISTANCE

This is to notify all interested parties that PHILLIPS TRANSIT AUTHORITY is applying for $145,496.00 under the Montana Department of Transportation’s Operating Grant Program 5311. Funding will be used for operating expenses associated with providing transportation services to the general public, elderly and persons with disabilities within Phillips County for the FY 2019 .

NOTICE OF AVAILABILITY

FINDING OF NO SIGNIFICANT IMPACT

PROGRAMMATIC ENVIRONMENTAL ASSESSMENT FOR THE FORT BELKNAP INDIAN COMMUNITY AGRICULTURAL RESOURCE MANAGEMENT PLAN

Fort Belknap Indian Reservation

The United States Bureau of Indian Affairs (BIA) has prepared a programmatic environmental assessment (PEA) for the Fort Belknap Indian Community’s (FBIC’s) proposal to implement the FBIC Agricultural Resource Management Plan (ARMP) on trust and tribal fee lands located within and outside the exterior boundaries of the Fort Belknap Indian Reservation (FBIR). The FBIR is located in north central Montana within portions of Blaine and Phillips counties. The FBIR is the home of the Assiniboine and Gros Ventre tribes, which function as the FBIC.

The Fort Belknap ARMP PEA analyzes the potential environmental effects of the proposed action to determine whether the proposed project constitutes a major federal action that significantly affects the quality of the human environment, as specified in Section 102 (2) (C) of the National Environmental Policy Act (NEPA). The BIA has determined that approval of the proposed project will not result in significant impacts to the human environment. The Finding of No Significant Impact (FONSI) is a finding of environmental effect, not a decision to proceed with an action. As specified in 25 Code of Federal Regulations (CFR) Part 2.7, a 30-day appeal period is required after publication of this Notice of Availability (NOA) before an action can be implemented. Appeals must be sent to the Superintendent, BIA Fort Belknap Agency, 158 Tribal Way, Suite B, Harlem, Montana 59526, with a copy sent to Ms. Melissa Passes, Environmental Services, BIA Rocky Mountain Region 2021 4th Avenue, Billings, Montana 59101, by February 23, 2018.

This NOA of the environmental document prepared for the proposed implementation of the FBIC ARMP, is in accordance with the requirements of Section 1503.1 of the Council on Environmental Quality Regulation (40 CFR Parts 1500-1508) and implements the procedural requirements of NEPA and the Department of the Interior Manual 516 DM 1-6.

Copies of the ARMP PEA and the Decision Record/FONSI are available at the BIA Fort Belknap Agency Office at 158 Tribal Way, Harlem, Montana, and at the BIA Rocky Mountain Regional Office at 2021 4th Avenue, Billings, Montana. BIG FLAT ELECTRIC COOPERATIVE ANNUAL MEMBERSHIP MEETING DATE SET FOR

OCTOBER 10, 2015

Preliminary plans are being made for the Big Flat Electric Cooperative’s 69th Annual Membership Meeting. The date of the meeting will be Saturday, OCTOBER 10, 2015, AT THE MALTA HIGH SCHOOL IN MALTA, COUNTY OF PHILLIPS, AND STATE OF MONTANA.

In accordance with the by-laws, the Board of Directors appointed on July 16, 2015, and have notified the following list of members to serve on the Nomination Committee:

The Nominating Committee’s delegation on nominations will meet on Wednesday, September 2, 2015 at 6:00 p.m. at the

Big Flat Electric Cooperative’s Headquarters Building at

333 South 7th Street East, Malta, Montana to nominate members for the election of directors for a three year term from District One (1) – Hogeland Area.

Members may be nominated for Directors by petition of any fifteen (15) or more members. Nominations made by petition, received at the Cooperative’s Office at least fifteen (15) days prior to the annual meeting, shall be included on the Official Ballot. Later nominations by petition shall be treated as nomination from the floor.

The City of Malta will be accepting bids for the lease of city owned properties for grazing and pasturage. Bids must be submitted in a sealed envelope, marked “lease bid”. All bids must be received in the city office by 4pm. February 13, 2018.

All leases will begin on January 1, 2018 and terminate on December 31, 2018.
