As per the MT Department of Environmental Quality Opencut Division this letter is to inform you of an amendment to an existing sand and gravel mine. This site known as the Taylor Site OC# 2512 is located in Section 27, T34N, R33E, Phillips County includes 30.5 acres. This site will initially be used for the reconstruction of several different county roads that will be used to access the Keystone XL Pipeline and may be used for other various area projects. Randy Taylor will be operating this site for the removal of approximately 400,000 cubic yards of sand and gravel. A portable crushing spread will be moved on and off site and may be operated 9 days on 5 days off 24 hours per day. A portable pugmill may also be operated at this site, tentative hours of operation for this equipment will be 14 hours per day 5 to 6 days per week depending on the type of project. Phillips County hereby invites for congregate and home delivered meal bids for the elderly for July 1, 2018 to June 30, 2019. Meals served must be acceptable to the elderly consumer, meet 1/3 RDA and provide a minimum of 600 calories. Meals will be served on day and times mutually agreed upon by the two parties.

The following meal pattern is required:

Meat or meat alternate – 3 servings

Serving = 1 ounce cooked lean meat, poultry or fish, ½ cup beans, 1 egg

Vegetables and fruit – 3 servings

Vegetable serving = 1 cup leafy greens or ½ cup cooked

Fruit serving = ½ cup or 1 serving

Grains – 2 servings

Milk or dairy equivalent – 1 serving

Coffee or hot tea

The caterer is responsible for following all safety and sanitation regulations as established by the State of Montana under the 2013 Model Food Code for retail establishments, including the 2015 rule update. Caterers must be inspected by the County Sanitarian and the Caterer must have the appropriate business license. The caterer is responsible for paying all costs of food, supplies, labor and other costs as necessary in providing the meals. Meals may be served on site or catered to another location. The location of meals served on site must be accessible to people with disabilities. Bids must be received in the Courthouse by 12:00 noon on Monday, May 14, 2018. Bids will be opened at 2:00 p.m. on Monday, May 14, 2018. Special consideration for the home delivered meal bid will be given for the services of a dietician. Phillips County reserves the right to reject any and all bids.

PUBLIC HEARING

The Town of Dodson will hold a public hearing on May 7th, 2018, beginning at 7:00 p.m., at the Sacred Heart Catholic Church on 225 2nd Street E in Dodson. The Town Council has scheduled the hearing to obtain public comments regarding a sewer system preliminary engineering report (PER), possible applications to the State of Montana’s Treasure State Endowment Program, Community Development Block Grant Program and Water Pollution Control State Revolving Fund Programs.

At the hearing, the project will be explained, including the purpose and proposed area of the project, activities, budget, possible sources of funding, and any costs that may result for local citizens because of the project. The Town Council will give everyone the opportunity to ask questions and to express their opinions regarding the project and its effect on the environment.

Beginning at 7:30 p.m., the Town will hold a Needs Assessment Hearing for the purpose of obtaining public comments regarding the Town’s overall community development needs (public facilities, economic development, and housing needs), including the needs of low and moderate income persons. The Town Council will also seek the views of citizens on the activities that should be undertaken to meet the identified needs and their relative priority.

Comments may be given orally at the hearing or submitted in writing before the end of the hearing on May 7th, 2018.
