The Buffalo Trail Water District will hold a public hearing on May 21, 2020, at 3:00 pm via a video conference at the following link: https://us02web.zoom.us/j/85496426441?pwd=V1JFd08vR0ZtWFhVQnErWVpZVnRGUT09 (Meeting ID: 854 9642 6441).

The purpose of the meeting will be to obtain public comments regarding the proposed water improvements project which intends to develop a new supply well(s). With assistance from Great West Engineering and Phillco Economic Growth Council, the District is completing a Water System Preliminary Engineering Report (PER) and preparing applications for funding from the Montana Department of Commerce, Montana Department of Natural Resources and Conservation (DNRC).

At the public hearing, the proposed project will be explained, including the purpose and proposed area of the project, activities, budget, possible sources of funding, any costs that may result for local citizens as a result of the project. A decision will be made on the environmental assessment and PER. All interested persons will be given the opportunity to ask questions and express opinions regarding the proposed project and any environmental impacts.

Comments may be given orally at the meeting or submitted in writing before May 21, 2020 at 3:00 p.m.

Notice of June 2, 2020 Primary Mail Ballot Election; Notice of Close of Regular Voter Registration and Option for Late Registration

Notice is hereby given that in Phillips County on June 2, 2020, a Primary nominating election will be held for the purpose of nominating federal, state, and county candidates for the November 3, 2020 General election ballot. Also included, per MCA 15-10-425, will be three county ballot issues: a County Road Levy, County General Levy and a County Bridge Levy. All active voters receiving a ballot in rural areas of Phillips County will vote on all County levy issues. All active voters receiving a ballot in the City of Malta, Town of Dodson and Town of Saco will vote on the County General Levy and County Bridge Levy.

The election will be conducted by mail ballot. All active and inactive electors of Phillips County are entitled to vote in the election.

Ballots will be mailed to active electors only beginning on May 8, 2020. If you do not receive a ballot, contact the elections office at 406-654-2423 for instruction on how to register or update your registration to receive a ballot.

No polling places will be open on election day. In-person registration, voting and ballot drop-off is available at the county elections office located in the County Courthouse at 314 S 2nd Ave W, Malta MT.

Regular* registration for the election will close at 5:00 p.m. on Tuesday, May 26, 2020.

Citizens are encouraged to register by mail before this deadline, vote their mail ballot from home, and return their voted ballot by mail one week prior to election day. Registering and voting by mail from home helps limit in-person registration and voting crowds to prevent the spread of coronavirus. Postage is pre-paid on mail ballot return envelopes.

To request the voter registration application, please call the elections office at 406-654-2423. A postage-paid return envelope will be included with the application. If you have moved, please update your registration information by completing the voter registration application and submitting it to the county election office.

*If you miss the May 26 regular registration deadline, you may still register for the election by appearing in person at the county election office up to and including on Election Day. Between noon and the close of business on the day before Election Day, you can complete and submit a voter registration application, but you will need to return to the election office on Election Day to pick up and vote a ballot.

CALL FOR BIDS

CONGREGATE AND HOME DELIVERED MEALS

Phillips County, hereby invites for bid, congregate and home delivered meals for the elderly for July 1, 2020 to June 30, 2021. The County Commissioners have determined the minimum cost to provide this service under this contract must be at least $5.00 per plate. Meals served must be acceptable to the elderly consumer and meet one-third of the RDA and provide a minimum of 600 calories. Meals will be served on days and at a time mutually agreed upon by the two parties, using the following meal pattern:

meat or alternate—3 servings

Serving = 1 oz cooked lean meat, poultry or fish, ½ cup beans, 1 egg

vegetables and fruit – 3 servings

vegetable serving – 1 cup leafy greens or ½ cup cooked

fruit serving – ½ cup or 1 serving

grains – 2 servings (whole grains: 100% whole wheat breads, pastas, brown rice)

dessert--one-serving

milk or dairy equivalent – 1 serving

coffee or hot tea

The caterer is responsible for following all safety and sanitation regulations as established by the State of Montana under the 2013 Model Food Code for retail establishments, including the 2015 rule update. Caterers must be inspected by the County Sanitarian and the Caterer must have the appropriate business license. The caterer is responsible for paying all costs of food, supplies, labor and other costs as necessary in providing the meals. Meals may be served on site or catered to another location. The location of meals served on site should be accessible to the people with disabilities. The bid for the Home Delivered Meals to Malta residents will be included in the Congregate Meal bid at $1.00 more per meal. Home delivered meals are to include using Styrofoam containers provided by caterer. Bids must be received in the Clerk and Recorder’s office, Phillips County Courthouse, P.O. Box 360, Malta MT by 1:30 p.m. on Monday May 18, 2020. Bids will be opened at 2:00 p.m. Special consideration for the home delivered meal bid will be given for the services of a dietitian. Phillips County reserves the right to reject any and all bids, to waive irregularities, or to accept any bid they deem to be in the best interest of Phillips County.

PHILLIPS COUNTY HEREBY ALSO INVITES FOR BID,

meals delivered to the jail for July 1, 2020 to June 30, 2021. The County Commissioners have determined the minimum cost to provide this service under this contract must be at least $5.00 per plate. Meals will be served at a time mutually agreed upon by the two parties, using the above meal pattern. The noon meals are to be delivered to the jail. The evening meals will be picked up. The bid for the jail meals is to include using Styrofoam containers provided by caterer. Bids must meet above specifications as to safety and sanitation as well as to caterer responsibilities. Bids must be received in the Clerk and Recorder’s office, Phillips County Courthouse, P.O. Box 360 Malta, MT by 1:30 p.m. on Monday May 18, 2020. Bids will be opened at 2:00 p.m. Phillips County reserves the right to reject any and all bids, to waive irregularities, or to accept any bid they deem to be in the best interest of Phillips County.
