NOTICE OF PERSONAL PROPERTY TAXES DUE

All 2020 Personal Property tax statements in Phillips County have been mailed. The 2020 Personal Property taxes are due in one payment by 5:00 p.m. on or before June 30, 2020. If the taxes are not paid by this date, the amount payable is delinquent and draws interest at the rate of 5/6 of 1% a month until paid and 2% must be added to the delinquent taxes as a penalty (MCA 15-16-119).

Notice of Method of Counting Ballots

Mail ballots for the June 2, 2020 Presidential Primary election will be removed from their secrecy envelopes starting at 10 a.m. on Tuesday, June 2, 2020 at the Phillips County Election Office, 314 S 2nd Ave W, Malta.

Votes will be counted beginning at 1 p.m. on Tuesday, June 2, 2020 in the Phillips County Election Office as specified in 13-15-201, MCA by a DS200 Tabulator. Vote counting procedures are open to public observation. Any person observing the procedures of the count must complete and sign an affirmation stating, “I, _____, will not discuss the results of the early counting of votes at any time prior to the closing of the polls on election day,” and is subject to 13-35-241, MCA:

13-35-241. Release of vote tally -- penalty. (1) A person may not make public the results of a vote tally from a precinct until after the polls close as provided in 13-1-106.

(2) (a) A person who knowingly violates subsection (1) shall be imprisoned in the state prison for a term not to exceed 2 years or be fined an amount not less than $100,000 and not more than $500,000, or both.

(b) For the purposes of this section "knowingly" has the meaning specified in 45-2-101.

Results will be posted after 8 p.m. on Election Day, Tuesday, June 2, 2020 at https://electionresults.mt.gov/.

Accepted provisional ballots will be counted and added to the vote totals at 3 p.m. on Monday, June 8, 2020 in Phillips County Election Office, 314 S 2nd Ave W, Malta. The Post-Election Audit will be held at 10 a.m. on Friday, June 12, 2020 in the Phillips County Election Office, 314 S 2nd Ave W, Malta. The County Canvass of the Election will be held at 10 a.m. on Monday, June 15, 2020 in Phillips County Election Office, 314 S 2nd Ave W, Malta.

Notice of In-Person Voting Location for the June 2, 2020 Primary Election

Due to the coronavirus pandemic, no polling places will be open for the June 2, 2020 Primary Election.

The only in-person voting location for Phillips County citizens is the county elections office located at the Phillips County Courthouse, 314 S 2nd Ave W, Malta MT 59538.

Ballots were mailed to active registered voters on May 8. Postage to return ballots by mail is pre-paid.

If you have not yet received a ballot, it is recommended you go in person to the county elections office to request and vote a ballot. Social distancing policies will be in place for all in-person voting services.

The county elections office is open Monday through Friday from 8 a.m. to 5 p.m. On June 1, the elections department is required by law to close voter registration from 12 p.m. to 5 p.m. On Election Day, June 2, the elections office is open for extended hours from 7 a.m. to 8 p.m.

The order appoints persons to be guardians for the child and is hereby served upon you at this time. The child's father is Greg Fucich.

YOU ARE HEREBY DIRECTED to appear at the hearing regarding the Corrected Order Approving Guardianship that is set on July 27, 2020 at 2:00 p.m. at the Phillps County Courthouse located at Malta, Montana, then and there to show cause, if any you may have, why the guardianship of the child should not remain in place. Your failure to appear at the hearing will constitute a denial of interest in the child, and will result in the guardianship being made permanent and the suspension of your parental rights. REQUESTS FOR QUALIFICATIONS FOR ARCHITECTURAL SERVICES

The City of Malta has been awarded a federal Community Development Block Grant (CDBG) by the Montana Department of Commerce (DOC) to conduct a Preliminary Architectural Report (PAR) for renovation and/or expansion of the Hi-Line Retirement Center. With the award of funding, the City of Malta is soliciting proposals to hire a firm to provide architectural services to prepare a PAR. The PAR must follow the requirements set forth by the CDBG Program. The agreement and payment terms will be negotiated with the selected offeror.

The selected offeror will develop recommendations regarding possible renovations and/or expansion to the existing facility for improved functionality and expanded services. The final report must comply with the requirements of the latest version of the CDBG Preliminary Architectural Report (PAR) outline. Following pre-design approval, the selected consultant may also be asked, at the discretion of the City of Malta, to assist in developing a final construction design, preparing construction bid documents, facilitating project bidding, and overseeing construction activities.

Disadvantaged and women-owned businesses are encouraged to apply. The selection of finalists to be interviewed will be based on an evaluation of the written responses. The award will be made to the most qualified offeror whose proposal is deemed most advantageous to the City of Malta, all factors considered. Unsuccessful offerors will be notified as soon as possible. Questions and responses should be directed to Samantha Chagnon, Director of Community Planning, Bear Paw Development Corporation, P.O. Box 170, Havre, MT 59501, [email protected]. All responses must be received no later than June 10, 2020. Include five copies of the proposal. Proposals may not exceed 20 one-side pages, excluding standard corporate brochures and personnel resumes. Please state "Hi-Line Retirement Center PAR Proposal" on the outside of the response package.

This solicitation is being offered in accordance with federal and state statutes governing procurement of professional services. Accordingly, the City of Malta reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject all responses deemed unqualified, unsatisfactory, or inappropriate.

Section 3 Public Notice

The City of Malta has received notice of the award of Community Development Block Grant funds from the Montana Department of Commerce. The City of Malta will hire a consultant to prepare a Preliminary Architectural Report which addresses possible improvements/expansion to the Hi-Line Retirement Center. Work includes architectural site analysis, preparation of cost estimates, and completion of an environmental review checklist.

CDBG regulations governing the grant require that, to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized.

NOTICE OF ACCEPTING SEALED BIDS

The Malta Irrigation District will receive sealed bids for the repair of the MID office building roof, including labor and materials. Bids must be received by 3:00 p.m. on Wednesday, June 10, 2020 at the Malta Irrigation District (MID) Office – 509 S 3rd Street E, Malta, MT.
