INVITATION TO BID

Separate sealed bids for construction of BIKE/PED BRIDGES - MALTA will be received by PHILLIPS COUNTY at the office of the COMMISSIONERS, 314 S 2nd AVENUE WEST, MALTA MT, 59538 until 2:00 PM local time on October 21, 2014, and then publicly opened and read aloud.

The project consists of: Construction and installation of a prefabricated steel bridge in Malta Montana.

Base Bid: Constructing and installing a prefabricated steel bridge, 10.4 cubic yards of 1½” crushed base course, 16 square yards of geotextile separation fabric, 10.4 cubic yards of subexcavation, 51.4 cubic yards of excavation, 10 cubic yards of embankment, 19.4 cubic yards of 1” minus crushed base course, 8 cubic yards of structural concrete, and mobilization in Malta Montana.

The Project Manual and Construction Drawings may be examined or obtained at the office of the Phillips County Commissioner’s Office which is located 314 S 2nd Avenue West in Malta MT 59538 in accordance with Article 2.01 of Instructions to Bidders. To obtain a copy of the contract documents, a $50.00 refundable deposit is required. Refunds will be given upon return of full sets of the Project Manual and Construction Drawings.

A pre-bid conference will be held at 2:00 PM on October 16, 2014 at the office of the COMMISSIONERS, 314 S 2nd AVENUE WEST, MALTA MT, 59538. Interested CONTRACTORS are encouraged to attend.

The CONTRACTOR and any of the CONTRACTOR’S subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR is not required to have registered with the DLI prior to bidding on this project, but must have registered prior to execution of the Construction Agreement. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Phillips County and the State of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the Phillips County, in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.

The CONTRACTOR and any of the CONTRACTOR’S subcontractors doing work on this project will be required to furnish domestic steel or iron materials for permanent incorporation in the work. Domestic material is material that all manufacturing processes, including coating of steel or iron, occur in the United States. Pig iron, and processed, pelletized and reduced iron ore may be manufactured outside the United States. The CONTRACTOR and any of the CONTRACTOR’S subcontractors doing work on this project must furnish the appropriate manufacturer’s mill tests and certifications documenting the manufacturing processes, including coatings of covered materials, performed in the United States. A minimal quantity of foreign manufactured steel and iron material may be used if the cost of the material, including delivery costs to the project, does not exceed one-tenth of one percent of the total contract amount or $2,500.00, whichever is greater. The CONTRACTOR and any of the CONTRACTOR’S subcontractors may not incorporate steel or iron materials into the project until the proper documentation is furnished.

No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 PM local time on October 21, 2014.

The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed SIXTY (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER.

NOTICE OF PROPOSED SEWER RATE INCREASE AND PUBLIC HEARING

NOTICE IS HEREBY GIVEN that on September 1 1, 2014, the Town Council (the “Council”) of the Town of Dodson, Montana (the “Town”), adopted a Resolution of Intention of the Town of Dodson, Montana to Increase Existing Rates and Charges for the Users of the Municipal Sewer System.

The Town intends to issue sewer system revenue bonds in the estimated amount of approximately $73,000 (the “Bonds”) to pay a portion ofthe costs of designing and constructing improvements to the municipal sewer system of the Town (the “System”) and the costs of issuance of the Bonds. It is necessary for the Town to increase its sewer rates in order to pay the principal of and interest on the Bonds. The Town will use a Treasure State Endowment Program Grant in the amount of $23,000 and funds the Town has on hand and available therefor in the amount of $9,988 to help reduce the cost of the project to be paid, in part, with the proceeds of the Bonds.

The Town currently charges users of the System the following monthly rate for sewer service: $20.50 per month for each separate connection at a residence or business located within the town or served by the System, and $235.75 per month for the school with such charge to be posted for 12 months per year.

Effective as of the November 2014 billing, the Town proposes to increase the monthly rate for sewer service (the “Proposed Monthly Rate”) as follows: $23.50 per month for each separate connection at a residence or business located within the town or served by the System, and $270.25 per month for the school with such charge to be posted for 12 months per year.

The Proposed Monthly Rate represents an increase in the current monthly sewer rate for each separate connection at a residence or business and for the school of approximately 14.6% over the existing rate.

A public hearing on the proposed rate increase will be held on October 6, 2014, commencing at 6:30 p.m. at the Catholic Hall in Dodson, Montana.

Notice of Close of Regular Voter Registration

and Option for Late Registration

Notice is hereby given that regular* registration for the Federal General Election to be held on November 4, 2014, will close at 5:00 p.m., on Monday, October 6, 2014.

*NOTE: If you miss this regular registration deadline, you may still register for the election by showing up at the Phillips County Election Office up to and including on Election Day. Between noon and the close of business on the day before Election Day, November 4, 2014, you can complete and submit a voter registration card, but you will need to return to the local election office on Election Day to pick up and vote a ballot.
