Corrected Real Estate tax statements have been mailed the week of MARCH 18th, 2024, showing JUST the additional amount due for the Statewide (Education) Equalization Mill Levies ordered by the MT Supreme Court Ruling. The additional billing plus the original 2nd half will be DUE on MAY 31, 2024 for ALL TAXPAYERS. Even if you have paid the 1st half in advance, this will be an additional amount due.

Invitation for Bids

The Fort Belknap Indian Community (FBIC) is seeking bids for the reconstruction of two (2) standard-size baseball fields. The location is on the Fort Belknap Indian Reservation. Bids will be accepted until March 20th, 2024. Liability Insurance, TERO Compliance, System for Award Management (SAM.gov) registration and DUNS number are required.

This IFB does not constitute a contract for services performed or to be performed. Following the selection of the successful consultant, the FBIC and contractor will negotiate a contract including the full scope of services. The project scope of work can be requested via email from Amy Stewart,

Proposals will be accepted via email up until March 20th, 2024, at 5:00 p.m. (MST). Screening and selections will be made by the Tiwahe Initiative committee.

SCHOOL ELECTION NOTICE

Notice is hereby given by the undersigned Clerks of Dodson, Malta, Saco and Whitewater School Districts No. 2A-C, 14A, 12A + 12B, and 20D Phillips County, State of Montana that regular registration for the Annual School Election to be held on Tuesday, May 7, 2024, will close at 5:00 pm on Monday, April 8, 2024.

NOTE: If you miss this regular registration deadline, you may still register for the election by showing up at the county election office up to and including on Election Day. All active and inactive electors of Dodson, Malta, Saco and Whitewater School Districts No. 2A-C, 14A, 12A + 12B, and 20D are entitled to vote at said election.

Districts No. 2A-C, 14A, 12A + 12B, and 20D will conduct a Mail Ballot Election:

Ballots will be automatically mailed to Active Electors only. If you are a registered voter and do not receive a ballot, contact the county election office to update your information as necessary and receive a ballot.

Persons who wish to register and who are not presently registered may do so by requesting a form for registration by mail or by appearing at the county election office. If you have moved, please update your registration information by filling out a new voter registration card and submitting it to the county election office. DISPOSITION OF OBSOLETE AND UNDESIRABLE PROPERTY

Notice is hereby given as required by Section 20-6-604, MCA, the Board of Trustees of Malta School District 14A adopted a resolution at a regular trustee meeting on March 13, 2024 to dispose of abandoned, obsolete, unsuitable and undesirable property of minimal value, including but not limited to various tools, computer equipment, office equipment, office furniture and a 2010 Mercury Grand Marquis LS. The sale will be held at the back of the Head Start Building (also known as the old Country Home) located at 117 S 9th St W. The date of the sale is set for April 15, 2024 from 9:00 AM to 12:00 PM.

For more information you may phone the school office at 654-1871. Any taxpayer of the district may appeal this resolution to district court anytime prior to the effective date of this resolution. If you are interested in purchasing any of these items, please come to the Head Start Building on April 15, 2024 to view the items and offer a purchase price. Call for Bids

Saco Congregate Meals

Phillips County, hereby invites for bid, the Saco congregate meals for the elderly for April 8, 2024 to June 30, 2024. Meals would be served two days per week. The County Commissioners have determined the minimum cost to provide this service under this contract must be at least $5.00 per plate. Meals served must be acceptable to the elderly consumer and meet one-third of the RDA and provide a minimum of 600 calories. Meals will be served on days and at a time mutually agreed upon by the two parties, using the following meal pattern:

meat or alternate--three edible ounces

vegetables and fruit – 3 servings

vegetable serving – 1 cup leafy greens or ½ cup cooked

fruit serving – ½ cup or 1 serving

grains – 2 servings (whole grains: 100% whole wheat breads, pastas, brown rice)

dessert--one-serving

milk or dairy equivalent – 1 serving

coffee or hot tea

The caterer is responsible for following all safety and sanitation regulations as established by the State of Montana under the 2013 Model Food Code for retail establishments, including the 2015 rule update. Caterers must be inspected by the County Sanitarian and the Caterer must have the appropriate business license. The caterer is responsible for paying all costs of food, supplies, labor and other costs as necessary in providing the meals. Meals may be served on site or catered to another location. The location of meals served on site should be accessible to the people with disabilities. Bids must be received in the Clerk and Recorder’s office, Phillips County Courthouse, P.O. Box 360, Malta MT by 5:00 p.m. on Friday, March 29, 2024. Bids will be opened at 2:00 p.m. on Monday, April 1, 2024. Phillips County reserves the right to reject any and all bids, to waive irregularities, or to accept any bid they deem to be in the best interest of Phillips County.

GRANDSTANDS IMPROVEMENTS

PHILLIPS COUNTY, MONTANA

NOTICE IS GIVEN that Phillips County Commissioners will receive separate sealed bids for the construction of

the GRANDSTAND IMPROVEMENTS project until Monday, March 25, 2024 at 2:00 pm. No bids may be

withdrawn after the scheduled time for the bid opening.

Bids must addressed to and delivered by one of the following methods:

Box 360, Malta, MT 59538-9643.

2. Delivered to the office of the Owner - Phillips County Clerk and Recorder, 314 S. 2nd West,

All Bids will be opened and publicly announced by the Phillips County Commissioners on Monday, March 25, 2024

at 2:00 pm (Local Time).

1. Base Bid:

a. The work generally consists of:

Precast concrete grandstand construction, including foundation, steel superstructure,

and steel canopy for the Phillips County Fairgrounds.

The contract may be awarded based on the OWNER’s best interests. The award will be based on the lowest cost

combination of responsive, responsible bids, on the Base Bid and various Schedules, Alternatives, and Additive

Alternate, as applicable, selected by the OWNER.

Contract Time:

1. Base Bid:

a. All construction schedules shall be substantially complete and ready for OWNER’s use and

pre-final inspection by June 30, 2025.

b. Work shall not begin on the project prior to August 12, 2024

2. All construction schedules shall be finally complete and ready for final payment within (30)

calendar days of Substantial Completion.

Liquidated Damages:

1. The CONTRACTOR shall pay the OWNER $1,750, for each calendar day or part of a day that

expires after the time specified for Substantial Completion of any construction schedule(s) until

the Work is substantially complete.

2. The CONTRACTOR shall also pay the OWNER $250 , for each calendar day or part of a day that

expires after the time specified for Final Completion and payment until the Work is finally complete.

Bidders must download the bidding documents from either QuestCDN or receive paper copies from the office of

record to be a registered bidder and receive addenda and any other information issued by the ENGINEER or

OWNER. Addenda and other information will not be sent to Bidders that obtain copies of the bidding documents

from other sources.

CONTRACTOR and any of the CONTRACTOR’s Subcontractors doing work on this project will be required to

obtain registration with the Montana Department of Labor and Industry (DLI). . Forms for registration are available

from the Department of Labor and Industry at P.O. Box 8011, 1805 Prospect Avenue, Helena, Montana 59604-

8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR is required to have

registered with the DLI prior to bidding on this project and all laborers and mechanics employed by the

CONTRACTOR or Subcontractors in performance of the construction work shall be paid wages at rates as required

by the Laws of the State the work is being performed. The CONTRACTOR must ensure that employees and

applicants for employment are not discriminated against because of their race, color, religion, sex, or national

origin.

Each bid or proposal must be accompanied by a certified check, cashier’s check, or bid bond payable to the

OWNER, in an amount not less than ten percent (10%) of the total amount of the bid. Successful bidders shall

furnish an approved Performance Bond and a labor and materials Payment Bond, each in the amount of one

hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful

bidder(s) and a certificate(s) of that insurance shall be provided. The bid bond, a copy of the CONTRACTOR’s

license or certificate of renewal, and applicable funding requirement forms shall be included with each bid of

proposal. All bids must be sealed.

Pre-bid conference information:

1. There will not be a pre-bid conference.

No bid will be read or considered which does not fully comply with the above provisions as to Bond and Licenses,

and any deficient bid submitted will be resealed and returned to the Bidder immediately.

The OWNER reserves the right to hold all bids and bid securities for a period not to exceed thirty (30) days and to

hold the three low bids and bid securities for a period not to exceed sixty (60) days from the date of the bid opening.

The OWNER may, in its sole discretion, release any Bid and return the Bid security prior to the end of these periods,

waive any informality in any bid, and to reject the bid of any party who has been delinquent or unfaithful in the

performance of any former contract with the OWNER.
