NOTICE THAT A TAX DEED MAY BE ISSUED TO W. ROGER GWINN

Pursuant to section 15-18-212, Montana Code annotated. NOTICE IS HEREBY GIVEN:

1. As a result of a property tax delinquency, a property tax lien exists on the following described real property in which you may have an interest:

to December 19, 20 14, which is the date the redemption period expires. or on or prior to the

date on which the County Treasurer wi ll otherwise issue a Tax Deed, a Tax Deed may be

issued to the purchaser on the day fol lowing the date that the redemption period expires or on

the date the County Treasurer will otherwise issue a Tax Deed.

INVITATION TO BID

Separate sealed bids for construction of BIKE/PED BRIDGES - MALTA will be received by PHILLIPS COUNTY at the office of the COMMISSIONERS, 314 S 2nd AVENUE WEST, MALTA MT, 59538 until 2:00 PM local time on October 21, 2014, and then publicly opened and read aloud.

The project consists of: Construction and installation of a prefabricated steel bridge in Malta Montana.

Base Bid: Constructing and installing a prefabricated steel bridge, 10.4 cubic yards of 1½” crushed base course, 16 square yards of geotextile separation fabric, 10.4 cubic yards of subexcavation, 51.4 cubic yards of excavation, 10 cubic yards of embankment, 19.4 cubic yards of 1” minus crushed base course, 8 cubic yards of structural concrete, and mobilization in Malta Montana.

The Project Manual and Construction Drawings may be examined or obtained at the office of the Phillips County Commissioner’s Office which is located 314 S 2nd Avenue West in Malta MT 59538 in accordance with Article 2.01 of Instructions to Bidders. To obtain a copy of the contract documents, a $50.00 refundable deposit is required. Refunds will be given upon return of full sets of the Project Manual and Construction Drawings.

A pre-bid conference will be held at 2:00 PM on October 16, 2014 at the office of the COMMISSIONERS, 314 S 2nd AVENUE WEST, MALTA MT, 59538. Interested CONTRACTORS are encouraged to attend.

The CONTRACTOR and any of the CONTRACTOR’S subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR is not required to have registered with the DLI prior to bidding on this project, but must have registered prior to execution of the Construction Agreement. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Phillips County and the State of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the Phillips County, in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.

The CONTRACTOR and any of the CONTRACTOR’S subcontractors doing work on this project will be required to furnish domestic steel or iron materials for permanent incorporation in the work. Domestic material is material that all manufacturing processes, including coating of steel or iron, occur in the United States. Pig iron, and processed, pelletized and reduced iron ore may be manufactured outside the United States. The CONTRACTOR and any of the CONTRACTOR’S subcontractors doing work on this project must furnish the appropriate manufacturer’s mill tests and certifications documenting the manufacturing processes, including coatings of covered materials, performed in the United States. A minimal quantity of foreign manufactured steel and iron material may be used if the cost of the material, including delivery costs to the project, does not exceed one-tenth of one percent of the total contract amount or $2,500.00, whichever is greater. The CONTRACTOR and any of the CONTRACTOR’S subcontractors may not incorporate steel or iron materials into the project until the proper documentation is furnished.

No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 PM local time on October 21, 2014.

The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed SIXTY (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER.

ABSENTEE BALLOTS MAILED

Absentee ballots were mailed Monday, October 6, 2014 for the Federal General Election to be held Tuesday, November 4, 2014. If anyone wishes to vote by absentee please contact the Phillips County Election Office at 654-2423. Absentee ballots will be available until noon on Monday, November 3, 2014.

If you have moved, please contact the Election Office to make changes to your voting information so you will be voting in the correct precinct. If you are not a registered voter and wish to do so please contact the Election Office.

Malta Precincts Polling Place Change

For those electors that vote at the polls in the Malta Precincts 9-1, 9-2, 12-N and 12-S on Election Day, the Courthouse Lower Level is the new polling place. Voters will enter the Courthouse from the North Parking Lot and use the elevator entrance to access the Lower Level. The City Hall will no longer be used as a polling place for the Federal Primary and General Elections for voters in these precincts due to potential safety issues. Please follow the signs on Election Day for easy access to the Courthouse Lower Level.
