The City of Malta is requesting that all recreational vehicles be removed from city streets and alleys. Ordinance #422 defines recreational vehicles as motor homes, campers, boat trailers, utility trailers and others. Vehicles are to remain off city streets and alleys for the period of December 1 to

March 1 in order for efficient snow removal.

COMMUNITY NEEDS ASSESSMENT

PUBLIC HEARING

The Phillips County Commissioners will hold a public hearing on Tuesday, December 8th at 6 pm in the Great Northern Hotel Lodge Room, located at 2 South 1st Street East, Malta, MT 59538 to obtain public comments regarding the community development needs and priorities of Phillips County for economic development, housing and community revitalization, and public facilities, and particularly as those needs affect low and moderate income persons. Phillips County is considering submitting an application to the Montana Department of Commerce for a Community Development Block Grant (CDBG) and the Commissioners would like to obtain public comment on the needs of the county. The purpose of the CDBG Program and the variety of activities eligible for funding will be explained. At the public hearing, everyone will be given the opportunity to express their opinions regarding the county’s needs and the type of projects that should be considered by the Commissioners. Comments may be given orally at the hearing or submitted in writing before 5:00 P.M on Monday, December 7th.

REQUESTS FOR QUALIFICATIONS FOR ARCHITECTURAL SERVICES

The City of Malta has been awarded a federal Community Development Block Grant (CDBG) by the Montana Department of Commerce (DOC) and a Big Sky Trust Fund grant to conduct a Preliminary Architectural Report (PAR) for renovation and/or expansion of the Malta Opportunities Inc. Day Activity Center. With the award of funding, the City of Malta is soliciting proposals to hire a firm to provide architectural services to prepare a PAR. The PAR must follow the requirements set forth by the CDBG Program. The agreement and payment terms will be negotiated with the selected offeror.

The selected offeror will develop recommendations regarding possible renovations and/or expansion to the existing facility for improved functionality and expanded services. The final report must comply with the requirements of the latest version of the CDBG Preliminary Architectural Report (PAR) outline. Following pre-design approval, the selected consultant may also be asked, at the discretion of the City of Malta, to assist in developing a final construction design, preparing construction bid documents, facilitating project bidding, and overseeing construction activities.

The selection of finalists to be interviewed will be based on an evaluation of the written responses. The award will be made to the most qualified offeror whose proposal is deemed most advantageous to the City of Malta, all factors considered. Unsuccessful offerors will be notified as soon as possible. Questions and responses should be directed to Eryn Nissen, Community Planner, Bear Paw Development Corporation, P.O. Box 170, Havre, MT 59501, [email protected]. All responses must be received no later than December 23, 2015. Include six copies of the proposals. Proposals may not exceed 20 one-side pages, excluding standard corporate brochures and personnel resumes. Please state "MOI Proposal" on the outside of the response package.

This solicitation is being offered in accordance with federal and state statutes governing procurement of professional services. Accordingly, the City of Malta reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject all responses deemed unqualified, unsatisfactory, or inappropriate.

Section 3 Public Notice

The City of Malta has received notice of the award of Community Development Block Grant funds from the Montana Department of Commerce. The City of Malta will hire a consultant to prepare a Preliminary Architectural Report which addresses possible improvements/expansion to the Malta Opportunities Inc. Day Activity Center. Work includes architectural site analysis, preparation of cost estimates,

and completion of an environmental review checklist.

CDBG regulations governing the grant require that to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized.
