REQUEST FOR PROPOSAL

The Fort Belknap Indian Community is seeking individuals that may be interested in rewriting the Fort Belknap Indian Community Councils Grazing Ordinance, Farm Pasture Code, and Plan of Operation.

The Ordinance, Plan of Operation and Farm pasture Code must align with the Fort Belknap Agriculture Management Plan (ARMP).

Two Community Meetings will be held in each of the four communities.

Meeting one will be to review the Drafts and request feedback.

Meeting two will be to review in detail the final approved documents.

Two Meetings will be held with the Tribal Council.

Meeting one will be to review the Drafts and request feedback.

Four Meetings will be ehld with the Tribal Council.

Meeting one is to receive Council Input.

Meeting Two is to receive Land Committee approval.

Meeting Three will be for full council Approval.

Meeting Four is to provide Training to Tribal Coucil, Tribal Staff, BIA and anyone interested.

The contractor will provide meals at all meetings. All meetings will be documented and miutes will be provided. The attenance will be documented with sign in sheets and meeting notes.

Interested indiviuals will be required to:

1. Complete a letter of interest to include qualifications,

experience and Knowledge

2. Include a timeline of completion and meeting the projected

process.

3. Include a Budget:

a. Consultation Fees

b. Meeting expenses

c. Supplies

The (RFP) Request for proposals will open on January 27, 2020, and will close on March 13, 2020 at 5:00 p.m.

All items submitted will be put into a sealed envelope and submitted to the Fort Belknap Indian Community, Tribal Land Department, Attn: Peggy Crasco Doney, Director, 656 Agency Main Street, Harlem, Montana 59526. Submissions will be date stamped, scanned and logged in. Submissions will need to put in a Sealed Envelope inside of the mailing envelope. Proposals will be reviewed beginning March 16, 2020 and a selection will be made by the Tribal Council once the entire process is completed.

Enrolled members will be given preference.

Project will be required to be complete by April 1, 2020.

Request for Proposal (RFP)

For Appraisal Services

The Fort Belknap Indian Community (FBIC) is soliciting proposals from certified general appraisers to conduct appraisals services on Indian Trust Lands to be used for Land Sales and Land Exchanges on the Fort Belnap Reservation.

Please submit your specialized skills, credentials and background information and express an interest in conducting appraisals for the FBIC. Please indicate your cost per appraisal.

Applicant must be a certified licensed appraiser in good standing with the State of Montana and must comply with (USPAP) Uniform Standards of Professional Practice. List pertinent qualifications to appraise land on Indian lands. Must know all of the requirements and regulations regarding the process of conducting and completing appraisals on Indian Land.

Under this proposal the contractor will produce written appraisal reports that conform to Bureau of Indian Affairs guidelines. The contractor will provide all appraisal related services to the Tribe.

Applications must include a list of qualifications specialized skills, credentials and background information, including qualifications to and experience in appraisals of Indian trust land. Applications must include a cost schedule for appraisals.

No person having such interest shall be employed by or associated with consultant during the term of this agreement.

The City of Malta will conduct a public hearing February 25, 2020 at 5:05pm in the council chambers of city hall to consider a Petition to Annex filed by Phillips County Hospital Association, Inc. to annex a contiguous parcel of property located in the NE ¼ SW ¼ of Section 17, Township 30 North, Range 30 East. The lands will be permitted for grazing and/or agricultural purposes for only a one (1) year period, ending December 31, 2020, with the awarded permittee having to bid on said permit again after the 2020 grazing period ends.

The bidder shall state in the “Bid for Grazing and/or Agriculture Permit,” (a) the unit number, (b) the AUM’s, if applicable, (c) the rental he/she proposes to pay for each subdivision or tract. Bids are covering portions of units as listed in Exhibit A will not be accepted. The minimum rental fee, based on market conditions, is $15.00/AUM for grazing, or $8.00/acre for agriculture. Bids below this figure will not be considered. The “Bid for Grazing and/or Agriculture Permit” and Exhibit A can be picked up at the Malta Irrigation office.

Bids must be accompanied by a full payment for calendar year 2020. Funds remitted by unsuccessful bidders will be returned following bid opening. If high bids are withdrawn after bids are opened, MID reserves the right to disqualify the remaining bids and readvertise the unit for bids.

Bid Types:

Negotiated bids are where only one landowner can bid due to access or other issues, and Limited bids can be accepted from adjacent landowners only. As an alternative to subleasing, MID will accept bids from those without direct landowner access if a letter of access is submitted to MID with their bid. The letter of access must be signed by an adjacent landowner providing access for the term of the lease. Open bids can be competitively bid by any members from the public.

Lands may require fencing; it is up to the bidder to determine what the fencing needs are and whether it is within the bidders’ means. MID will not complete any fencing prior to or after the lands are permitted.

The permit will be subject to terms and conditions as stated on the sample Special Use Permit and Permit Condition which can also be picked up and reviewed at the Malta Irrigation office.

EARLY PUBLIC NOTICE FOR FLOODPLAINS AND/OR WETLANDS

TOWN OF DODSON, MONTANA

February 19, 2020

The Town of Dodson Montana, is considering an upgrade to the Town's Wastewater System Facility as a CDBG project under the Montana CDBG program. The project includes installing a new ultraviolet UV disinfection Treatment system, lagoon rehabilitation and installation of a portable generator. All work will be completed within the existing footprint of the Town's lagoon system, located one-mile south of the Dodson Townsite, off Highway 204. The lagoon area involves approximately 13 acres of floodplain. The project is located in the 100 year floodplain and/or wetland. The Town of Dodson is interested in discussing alternatives to this project and receiving public comment regarding possible adverse impacts that could result from the project and suggestions for how to mitigate them. A public hearing is scheduled at 6:30 p.m. on Monday, March 2, 2020 at the Sacred Heart Catholic Hall, located at 225 2nd Street East in Dodson, to discuss the proposed project. The regular election of the Malta and Dodson Irrigation Districts will be held on May 5th, 2020.

The term of Commissioner for the Third District of the Malta Irrigation District for the term of three years whose term expires in 2020, as per statue #85-7-1702.
