DISPOSITION OF OBSOLETE AND UNDESIRABLE PROPERTY

Notice is hereby given as required by Section 20-6-604, MCA, the Board of Trustees of Malta School District 14A adopted a resolution at a special trustee meeting on August 27, 2020 to dispose of abandoned, obsolete, unsuitable and undesirable property of minimal value, specifically a 2000 Thomas Activity Bus. The sale will be held by sealed bid with a minimum bid of $2,000. Bids must be received no later than 5:00 PM on September 23, 2020. Bids should be turned in to the Malta Public Schools Central Office. Bids will be opened at a special meeting of the Board of Trustees to be held on September 24, 2020 at 12:00 PM in the board room of the Malta Middle/High School located at 1 High School Lane, South 9th Street West. Sale must be completed by September 28, 2020.

For more information you may phone the school office at 654-1871. Any taxpayer of the district may appeal this resolution to district court anytime prior to the effective date of this resolution. If you are interested in purchasing this item, please do so by sealed bid no later than 5:00 PM on September 23, 2020. The effective day of the resolution will be September 23, 2020.

INVITATION TO BID

Separate sealed bids for construction of the “Dodson Wastewater System Improvements Project” will be received by Great West Engineering at 2501 Belt View Dr., Helena, MT 59601 until 2:00 pm local time on September 23rd and then publicly opened and read aloud.

The project generally consists of installing a UV Disinfection discharging system and concrete vault, extending Lagoon embankment riprap to raise lagoon operating elevations and install a portable backup diesel generator with an automatic transfer switch at the existing lift station.

Digital copies of the Bidding Documents are available at http://www.greatwesteng.com or http://www.questcdn.com for a fee of $20.00. These documents may be downloaded by selecting this project from the “Current Projects Bidding” tab. The contract documents, consisting of half size Drawings and Project Manual, may be examined or obtained at the office of Great West Engineering, located at 2501 Belt View Dr, phone (406) 449-8627 in accordance with Article 2.1 of Instructions to Bidders. Required fee of $50 per set, which is not refundable.

There will be a Pre-Bid Conference at the Dodson Lagoon Site at 1:00 PM on September 16th, 2020. Interested Contractors are encouraged to attend, social distancing will be practiced.

Contractor and any of the Contractor’s Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena MT 59604-8011. Information on registration can be obtained by calling (406) 444-7734. All laborers and mechanics employed by Contractor or Subcontractors in performance of the construction work shall be paid wages at rates as required by the higher of either the Montana Prevailing Wage Rates or the Federal Davis-Bacon Prevailing Wage Rates The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to Town of Dodson, in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided.

This project is funded in part or in whole with grant/loan funding from Treasure State Endowment Program (TSEP) and Community Development Block Grant (CDBG).

Award of the project will be contingent upon receiving funding and award concurrence from Treasure State Endowment Program (TSEP) and Community Development Block Grant (CDBG). Bids may only be withdrawn as provided in Section 16.02 of the Instructions to Bidders after the scheduled time for the public opening of bids.

The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid that is in the best interest of the Owner.

All questions about the meaning or intent of the Contract Documents are to be submitted in writing to and must be received by Great West Engineering no later than September 18th local time on 1:00 pm. Questions received after this date will not be answered. Oral questions will only be accepted at the Pre-Bid conference. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Town of Dodson – Section 3 Notice of CDBG Award

The Town of Dodson has received notice from the of the Montana Department of Commerce of an award of Community Development Block Grant funds in the amount of $362,150, for upgrades to the town’s wastewater system, including upgrades to the lagoon system, installation of a new ultraviolet disinfection treatment system, and the purchase and installation of a portable generator at the lift station.

CDBG regulations governing the grant, require that to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized.

CDBG regulations governing the grant also require that opportunities for contracting will be extended to minority, women-owned, and disadvantaged “‘DBE/MBE/WBE” businesses. DBE/MBE/WBE firms are encouraged to apply.
