AUDIT PUBLICATION STATEMENT

An audit of the affairs of School District Number 14A, Phillips County, Malta, Montana, has been conducted by Wipfli, LLP. The audit covered the fiscal year ended June 30, 2022. The audit also covered the Extracurricular Fund for pupil functions which is included in the financial statements of the District. A copy of the audit report for the fiscal year ended June 30, 2022 is on file in its entirety and is open to public inspection at the Malta Public Schools Central Office. The District will supply a copy of the audit report to any interested person upon request.

PUBLIC HEARING

The City of Malta will conduct a Public Hearing May 9, 2023 at 5:00 p.m. in the Council Chambers of City Hall. The purpose of the public hearing is to receive public comments concerning Resolution 1328 – A Resolution Adopting a Capital Improvements Plan for the City of Malta. The final draft of the City of Malta Capital Improvements Plan can be viewed on the City of Malta website or at the City Clerk’s Office. CALL FOR BIDS

CONGREGATE AND HOME DELIVERED MEALS

Phillips County, hereby invites for bid, congregate and home delivered meals for the elderly for July 1, 2023 to June 30, 2024. The County Commissioners have determined the minimum cost to provide this service under this contract must be at least $5.00 per plate. Meals served must be acceptable to the elderly consumer and meet one-third of the RDA and provide a minimum of 600 calories. Meals will be served on days and at a time mutually agreed upon by the two parties, using the following meal pattern:

meat or alternate—three edible ounces

vegetables and fruit – 3 servings

vegetable serving – 1 cup leafy greens or ½ cup cooked

fruit serving – ½ cup or 1 serving

grains – 2 servings (whole grains: 100% whole wheat breads, pastas, brown rice)

dessert--one-serving

milk or dairy equivalent – 1 serving

coffee or hot tea

The caterer is responsible for following all safety and sanitation regulations as established by the State of Montana under the 2013 Model Food Code for retail establishments, including the 2015 rule update. Caterers must be inspected by the County Sanitarian and the Caterer must have the appropriate business license. The caterer is responsible for paying all costs of food, supplies, labor and other costs as necessary in providing the meals. Meals may be served on site or catered to another location. The location of meals served on site should be accessible to the people with disabilities. The bid for the Home Delivered Meals to Malta residents will be included in the Congregate Meal bid at $1.00 more per meal. Home delivered meals are to include using Styrofoam containers provided by caterer. Bids must be received in the Clerk and Recorder’s office, Phillips County Courthouse, P.O. Box 360, Malta, MT by 5:00 p.m. on Friday, May 12, 2023. Bids will be opened at 2:00 p.m. on Monday, May 15, 2023. Special consideration for the home delivered meal bid will be given for the services of a dietitian. Phillips County reserves the right to reject any and all bids, to waive irregularities, or to accept any bid they deem to be in the best interest of Phillips County.

PHILLIPS COUNTY REGIONAL AIRPORT AUTHORITY

NOTICE REQUESTING QUALIFICATIONS

FOR AVIATION PLANNING SERVICES

FOR THE MALTA AIRPORT (M75)

The Phillips County Regional Airport Authority is soliciting Statements of Qualifications and Experience to be used in selecting a Principal Consultant or firm to provide AVIATION PLANNING SERVICES, i.e., to develop and draft an Airport Master Plan for the Malta Airport. This Master Plan Project shall be completed on a schedule to be mutually agreed upon. The Master Plan shall be a customary plan that is sufficient for the Phillips County Regional Airport Authority to obtain federal and state grant funding for the Malta Airport. The consultant or firm will be responsible for performing all planning services through the Master Plan Project closeout and in accordance with all federal, state, and local laws, regulations, and policies.

Interested engineering firms shall submit six (6) original copies of the Statement of Qualifications by 5:00 PM, local time, May 8, 2023, to the Phillips County Regional Airport Authority, PO Box 1242, 345 Airport Road Malta, Montana 59538. Proposal documents should be clearly marked on the outside of the envelope with “Statement of Qualifications and Experience for Consultant Selection”. Any questions regarding this request should be directed to Dixon Hitch, Airport Manager, (406) 654-1143.

The Selection Criteria has been set by the Phillips County Regional Airport Authority and will be provided upon request. The contract will be awarded to the Principal Consultant with the highest overall score based upon the Selection Criteria. MALTA AIRPORT (M75)

The Phillips County Regional Airport Authority is soliciting Statements of Qualifications and Experience to be used in selecting a Principal Consultant or firm to provide ENGINEERING SERVICES FOR AIRPORT DEVELOPMENT PROJECTS, for the Malta Airport. The selection period is for up to 5-years (May 2023 through April 2028).

All projects undertaken will depend on available funding from various sources which may include the Federal Aviation Administration, the State of Montana, and the Phillips County Regional Airport Authority. All projects listed in the Request for Qualifications are not guaranteed to take place under the timeframe of this contract. Selection will be based on the criteria in FAA Advisory Circular (AC 150/5100-14E, Change 1) “Architectural, Engineering and Planning Consultant Services for Airport Grant Projects”.

This contract is subject to the provisions of Executive Order 11246 “Affirmative Action to Ensure Equal Employment Opportunity” and to the provisions of the Department of Transportation Regulations 49 CFR Part 26 “Participation by Disadvantaged Business Enterprises in DOT Financial Assistance Programs”. DBE firms are encouraged to submit.

The detailed Request for Qualifications can be obtained by contacting Dixon Hitch, Airport Manager, (406) 654-1143 during normal business hours. The detailed Request for Qualifications contains the following information: scope of the engineering services to be provided; a listing of the anticipated projects; the format for SOQ submissions; and the criteria for evaluating submittals. Please be advised that the County’s ExpressVote voting system is on public exhibition at the

Phillips County Election Office, 314 S 2nd Ave W, Malta through May 2, 2023. The ExpressVote voting system may be demonstrated at any time between 8 a.m. and 5 p.m., Monday through Friday, upon request. The ExpressVote is a ballot-marking system that is available for anyone to use during the upcoming election. Its main purpose is to allow voters with disabilities and other special needs to mark a ballot privately and independently.

1. Inform the election official that you wish to vote using ExpressVote.

2. You will be issues a ballot card.

3. Insert the ballot card into the ballot feed tray on the front of the machine.

4. The screen will display instructions and the ballot choices.

5. The following helpful options are available:

a. Change contrast and font size for readability

b. Audio headphones

c. Braille keypad

d. Connection for Sip-n-Puff personal device

6. Make your selections by using the touch-screen capability, or by using the keypad.

7. After you have completed your selections, the ExpressVote will confirm your selections on

9. Confirm your choices on the printed and marked ballot card.
