    To the Editor: I appreciate this opportunity to address some apparent confusion regarding American Prairie Reserve’s request to the Bureau of Land Management concerning a potential change-of-use on our Flat Creek BLM allotment.     Farmers and ranchers are reminded that the general enrollment period for the Conservation Reserve Program (CRP) began Dec. 1, 2015, and ends Feb. 26, 2016. In Phillips County the soil rental rates have increased from our previous CRP signup. Contract duration is between 10 and 15 years. In return for establishing long-term, resource conserving cover, FSA bases rental rates on the productivity of the soil in each county.
