    Phillips County was hit with heavy rains – and some early snow in Zortman – leaving roads closed, rivers and creeks running over and started the month of October with more precipitation than normal, setting some records in at least one location. Lewis Calvin Skinner was born May 13, 1927 in Malta, the son of Dwight D. and Mary (Arvett) Skinner. He was raised on the family ranch at Wagner. Lewis left High School early to join the Navy during WWII. After his discharge he returned to Malta and graduated from Malta High School.
